在香港，香港证券及期货事务监察委员会（SFC，简称香港证监会）根据《证券及期货条例》（SFO）和《打击洗钱及恐怖分子资金筹集条例》（AMLO）向中心化虚拟资产交易平台发出牌照。香港金融管理局（HKMA，简称香港金管局）根据《稳定币条例》向法币稳定币的发行人发出牌照，相关制度自 2025年8月1日起实施。
前两段引文来自香港证监会。其关于虚拟资产交易平台营运者的页面（最后更新于 2025年1月16日）说明了哪些平台必须获得香港证监会发牌：在香港经营业务，或向香港投资者积极推广其服务的中心化平台。其题为“Lists of virtual asset trading platforms”（虚拟资产交易平台名单）的页面（最后更新于 2026年10月16日）载有它对相关风险的提醒：在被视为已获发牌的申请人的平台上交易，或在不受规管的平台（包括不受规管的海外平台）上交易的风险。香港证监会在该页面上公布持牌虚拟资产交易平台名单、一份申请人名单（香港证监会表示这些申请人并未获发牌），以及一份正在结束业务的平台名单。
另外两段引文来自香港金管局。其关于稳定币发行人监管制度的页面指出，自 2025年8月1日起，发行法币稳定币在香港属于受规管活动，须领取牌照。香港金管局在 2025年7月29日就该制度实施发布的新闻稿中，提醒公众对任何自称持牌稳定币发行人或牌照申请人的人士保持警惕，并表示持有未获发牌稳定币的人士须自行承担风险。在该新闻稿发布当日，香港金管局尚未发出任何牌照；目前它公布持牌稳定币发行人登记册。

Under the Securities and Futures Ordinance (Cap. 571) (SFO) and the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615) (AMLO), centralised virtual asset trading platforms carrying on their businesses in Hong Kong, or actively marketing their services to Hong Kong investors, are required to be licensed and regulated by the SFC.

Investors are also reminded to be wary of the risks of trading virtual assets on the platform of a deemed-to-be-licensed VATP applicant (which may not eventually be granted a licence and may be required to close down its business in Hong Kong) or on an unregulated virtual asset trading platform (including any unregulated overseas virtual asset trading platform) [Note 2].
